Sometimes, when we want to start a war and our allies are up for it, they're just no ready at all. Maybe they have half their army overseas. Maybe they simply have low army maintenance.
If an ally will already agree to a war, on the war declaration screen you should be able to tell them that you plan on waging a war within a given period of time, with selection at intervals of, say, 3 months. When given this order, your ally with initiate a routine to prepare itself for the war, such as moving troops back to their homeland and raising army maintenance. If you fail to declare the war by the date you've set, however, you receive a penalty to relations and trust.
There could also be options to have your allies notify you that they are ready for war if debt or war exhaustion are the only things keeping them from joining.
Another minor suggestion, failing to respond to calls to arms by your allies should result in a diplo rep penalty. What could harm your diplomatic reputation more than consistently failing to respond to binding alliances? It's too easy to just pick up a ton of allies, and then eat a prestige hit if you don't want to join any of their wars (while the AI will fight strongly and sincierely in any war of yours they join).
