I was unable to LAND TROOPS, but was able to destroy fleets in a corner of the galaxy because I was able to warp there with my upgraded Battleships, cruisers, etc but as my transports were not upgradable, they were stuck with the base warp drive. The were not able to warp to the target location, and thus I was forced to white peace the fallen empire I was battling with. (I killed the extra-dimensional aliens already, so I got the tech to kill their ships from there.)

Also, when I finished conquering the rest of the galaxy, I turned on cheats and went back to the Fallen empire to find that they had a smaller, albeit still somewhat powerful fleet even though I had ERADICATED their navies. They managed to destroy a few stations before they retreated to defend their homeland.
