Currently, if a vassal has merely a claim on a province, and their troops are first in force, they can take possession of that province. This is true even if another person has a CORE on that province. In fact, if you have two vassals, one has a core and another has a claim, and the wargoal is the reconquest of your one vassal's core, the other vassal can still claim ownership of the province if first with only a claim!
This is absolutely frustrating for no apparent reason. A vassal should never be able to cockblock ownership of a province from an overlord.
