Allow sorting of Branch Offices

The added feature to sort planets in the outliner was a welcome addition, but as a Megacorp you're still stuck with a messy Branch Office list when you have many of them. Being able to sort them would be nice; either A: Automatically by empire (it'd look similar to the sector part of the outliner which sorts planets by sector) or B: Manually, like you can now do with planets.

And while we're at it, allow sorting of starbases, sectors, and fleets. Being able to have a subgrouping of fleets would also be nice.
