Allow Rapa Nui to work for all Pacific Islanders

Rapa Nui is limited to only work for Polynesians, which feels a little weird to me - shouldn't Fiji, Samoa, et. al. get the virtues too? I suggest broadening it to Pacific culture group.

Really? I didn't notice that. Still, definitely makes sense to allow melanesians and the lot; it's not like Hawa'ii is specially tied to the moai in a way Samoa isn't. AFAIK.

And if you colonize it as Maori, it becomes Maori, with no way of changing it back unless you change culture to Polynesian.
