Allow players rearrange the order of planets, fleets, and others

We should be able to change the order of planets, sectors, fleets, buildings, starbase modules, saved empire designs, and anything else that I might be forgetting, without having to destroy/abandon/delete and rebuild/reestablish/recreate in order to do so.

Adding the ability to sort each of these would be a useful QoL feature.

I would change the basic arrangement system in sectores, systems planets and its moons subcategorized to its planet. Megastructures or all kind of structures are ordered connected, means ringworld 123 and its segments are ordered after another. And like in the building queue a button to higher or lower its order in the line - top and bottom of the line with one push. This should allow a basic order to work and oriente with.

Adding a sorting mode to each of these menus, allowing players to move each of these through the relevant lists and grids, would be a useful QoL feature.

Easier option: universal drag-and-drop. Takes up no additional interface room (so it won't make the interface bigger and scarier) it's very easy to add a drag-and-replace system, and generally it'd do everything we want in all areas.

But yeah, the game really hates my OCD (I just lined up those four crystal plants! Arrgh!). Being able to re-arrange things is good.

Yeah it absolutely hurts my soul when I finally get to terraform that one barren candidate in my home system and it's not adjacent to the other planets in the system.

This should be easy to fix.
