For instance. It would be awesome to be able to form a French cultural Union as Provence if I owned most of the French land and France no longer existed. Same for GB with Wales. Spain with Navarra or Leon etc.
Part of the fun of playing those countries is to NOT be France and it would provide a cool reward for basically taking over France's traditional position as the unifier for French culture.
