Yes! For context, I have a game where there is a criminal syndicate that has branch offices all over my Empire. They just have one system left, so it should be easy to take them out in a single war, but my Federation colleagues have no interest in doing this. (The Federation is a "Galactic Union".)

If I can't use favors to execute this war, I would at least like to know why my allies have no interest in getting rid of this easy threat.

Basically, it comes down to giving the player either more tools to execute what they want to do, or more information about why they are currently limited to force them to consider other solutions.
