I'm a bit puzzled by the behaviour of Nationalist China in my current game.

It's April 1938, and the Second Sino-Soviet War is in full swing with the Japanese closing on Nanjing. But I've noticed that for some reason Nationalist China have 'Allows Debts' in place for the UK, USA and France, and i just wondered what benefit they might get from it.

I assumed that 'Allow Debt' was a diplomatic arrangement that allowed a minor nation to take resources from a major one without paying for them in cash. So, I could understand if say the USA allowed Nationalist China to receive resources without paying for them in order to help them defend themselves against Japan. But this seems to be the other way round, where Nationalist China is saying to USA, UK and France 'Hey! we're under heavy attack, so take anything you want and don't bother paying.'

It seems a bit odd.
