I had two diplomats working in a country, one sowing discontent and another supporting rebels. The latter got discovered and I would like to cancel the formers mission cause I changed my mind. Not being able to send another diplomat makes sense, but recalling a diplomat should still be possible.
What if the one left in the country was supporting rebels, should I not be able to recall that, or else supporting rebels should require upfront payment of the full support, perhaps with possibility of the country being undermined recovering some of the money intended for the rebels?
