Please allow a blockading fleet to assist with a seige. I'd suggest the ratio of 120*(fort level+1)+120 cannons per level of Fort...

no fort/garrisons = 240 cannons
Fort 1 = 360 cannons
Fort 2 = 480 cannons
Fort 3 = 600 cannons
Fort 4 = 720 cannons

So at the very least you need 4 heavies (early game) 2 heavies(late game) per fort level, or more from other ship types.

This should also be for ISLAND territory only...any attached to a large landmass (3 provinces or bigger), should fall under troop seiges.

This way ships can capture islands and allows more naval aspects.

OK, so historically blockades starved out islands...so the inhabitants just gave up. An island like the British Isles are fully self sufficient in this game, but take an island like Jamaica or say ceylon...with a sufficient blockade, you'd end the seige.
