Several types of 'unknown' aliens can never be investigated, this includes the Crystalline Entities hanging around in the system with Yarmak's Tongue etc., the Nomads if you end up with them in your territory by annexing another realm or just border expansion, and the occasional empire which for some reason doesn't trigger the contact prompts.
There is a button to 'Investigate' all of these, but currently it does nothing since it just opens the Situation Log. It would be nice if clicking this causes the Special Project to appear anyway so you can investigate these unknowns.
