Allow a title to be created by the player only

So, with 1.05 out, doing a little tinkering with the Titular Latin Empire.

Rather than disallowing it, I've got it set to where if the ruler is of the Latin culture group, and holds Rome, they can create it.

Obviously the big problem I'm going to assume, is the endless money machine that is the Pope. Is there a line I can add to prevent the AI from making this title?

Shouldn't the Latin Empire be a Titular Title that can be created by a Latin that holds Constantinople's Duchy?

Add ai = no in the allow conditions

Ai will not be able to create it then.
