Allow a bypass for Bulgaria's foreign policy tree (join Tripartite pact) if Italy has completed their Italy First Faction

I'm planning to play a multiplayer game with my friends as Italy, Hungary and Bulgaria. Unfortunately in order to access some of their later foreign policy focuses Bulgaria is locked into joining German. Would it be possible to create a bypass or an alternative focus if Bulgaria joins Italy's faction?

Joining Tripartite Pack should also be not allowed if you're a puppet, learned that out the hard way during my Greece playthrough
