Worry not, you can still get achievements in older versions.

Even still, it isn't something that I want to do nor should I have to do. EU4 is a full priced game, and I have spent plenty of money on DLC in the past. Bug fixes and balance improvements are a reasonable expectation for me to have without new optional DLC breaking functionality that has always been around if I don't buy it.

Again, I'm not quite cynical enough to believe that this is an intentional strategy, it's probably just an oversight. I can't deny that the game has been trending in this direction since AoW though (Common Sense being the most egregious example) and if it continues I'm likely to just stop buying PDS games altogether.

I think it's perfectly legitimate to complain about functionality that worked prior to a DLC that no longer works after the DLC. DLC is supposed to be the addition of new functionality or content to experience, not the removal or alteration of existing content such that you can no longer use it to its full extent without the DLC. Why do you think there are so many complaints and poor ratings of Common Sense, the biggest offender in this regard?

I am fine with not being able to control peace deals to the extent that Cossacks allows - favor systems, promises of lands, war participation, etc., but if I do not have that functionality, what was previously in place should work as it previously did. I have not had a single claim given to me in a war by an ally, whether I do nothing or do everything. Previously, the AI would give you land that it wasn't otherwise interested in (I'm not saying I would expect half of Prussia if I was on Poland's side and had claims on the coastal lands - more like maybe I get a claimed western Hungarian province if I help Poland crush Hungary as Austria), and now I see no evidence of it. Intentional or bugged, it's not cool.

The AI should still be giving you cores and claims with the exact same logic as before Cossacks. I'll look into whether this might have broke somehow, and fix it if so.

You simply 100% cannot achieve any of what you used to be able to without WoN.

I told you, it's brilliant really. If it wasn't for the buildings change in Common Sense, I doubt many would have even noticed the quiet incentives in the balance changes over time that force you to get the DLC's as you start feel you "need" the new functionality.

As I said, liberty desire is a classic. It's absolutely punishing without any DLC's. You can't manage it without interactions. You struggle to give vassals what they want without art of war and if you wanted to use them for feeding, that is now punishing without art of war. You never "needed" the DLC's before, but have come to over time and balance changes.

Should I call BS now or wait for you to finish?

This is probably an oversight and not intentional (I hope) but it's pretty frustrating to suddenly have base game features disabled until I spend $22 to unlock them in a game I have spent tons of money on already. I hope it gets fixed soon.
If you don't have the expansion the game uses the old system from before. Unfortunately, like with every other major release it's best to wait for the inevitable fix/balance patch [nice games, but small QA].

The not distant future.

Thank you Wiz. I'm now in a very long (started pre-Cossacks) Ironman campaign with the Papal State (1658). I have all the expansions except the Cossacks and I want to know what happens with my current save if I buy the Cossacks now. Will there be any repercussions with estates etc and will the diplomatic features work in this save?

Situation:

Doing all the work in an epic war with Russia (Lithuania is the war leader but very weak) and I have noticed the same thing that post cossacks nobody has granted me a single province in their wars.

Should I wait for the patch to receive something in this save-changing war or can I mark provinces of interest during this war if I buy the Cossacks?

Ps: I also have the feeling that my achievements have been disabled by this patch.

pretty sure AI gives land once you have a war effort of 33%. Not sure of the treshold, but they do so.

This must be bug...

I can agree with edmond and some above that some features are locked behind DLC that are quite vital to the game...

But I rather believe that Paradox doesn't have the QA capacity to test a cliennt with patch A that has one dlc, two dlc, three dlc, four dlc or any mix of the 5 and then see if any bugs arise.

's why I am waiting for 1.15 really.
