Allies in loads of debt so can't join wars?

My English allies have been around 700 coins in debt and slowly improving to about 500 coins after a many years and also my Hungary allies were around 500 coins in debt. This meant when I wanted to declare war and call them in I couldn't because of the in debt modifier.
Just wondering how on earth the ai got itself so messed up economically wise?

They raise mercs too aggresively and they get tons of loans.

Working on fixing it, they will definitely be repaying a lot faster in 1.15 if it works out the way I want to. Also made them less inclined to take loans for simple wars in the first place.

Thanks for the information I'm a newbie so was thinking it would of been a bit weird to be intentionally in the game haha!
