I'm in a Federation that is currently at war with a Fallen Empire (xenophobes). My largest fleet is set to encourage my allies' fleets to join it, but instead they're flocking over to one of their own fleets, which is also set to encourage. I'm not President, but neither is the empire that owns the fleet drawing everyone their way.
Is this a bug? Or is there some other factor I'm not aware of?
