I have a migration agreement with an ally who is a egalitarian, and this is fine.

They have a migration agreement with a xenophobe slaver who is also an ally of mine.

The net effect of this is that the Xenophobe ally of mine is getting my populations from my other ally, and selling them on the slave market, where I end up buying them back to help my young colonies.

I'm not sure if I'm okay with this...

Is the population growth bonus from immigration worth enough that this is a good strategy for growing your population?

That's space politics for you.

In some ways, this in an ingenious method of getting your ungrateful immigrants back into your empire without displeasing factions.

Now that I think of it, it's kind of broken. Unless my xenophobic ally has population controls on my people, they are likely the only populations growing in his empire now, and he just keeps selling off excess ones.

I've had this happen too, when trust growth with a xenophobe ally grew high enough that it agreed to a migration treaty. It would sell off my pops on the market and I would boost colony growth by buying them up. It worked pretty well until the ally switched ethics to xenophile.

Migration mechanic IS broken. Just look at all other empires once you hit late game. None of their rulers are founder species. None of their founder species are the majority anymore. All the empires I've seen who love migration agreements have so much diversity (even in ethos) that you can't recognize them anymore. And they fail in managing socio-economics on their planets due to this problem. It's no wonder they are so weak and crap.

Do not agree to any sort of migration, period. Keep your empire homogenous if you want to play it safe.

I thought pops were not supposed to migrate to empires where they are set to slaves.

*Scoff* Not if you don't want ethos divergence and Pops with shitty genes and shitty attitudes.

*shrugs* I simply don't have problems with these, and I don't think you actually do either. A handful of pops belonging to a bad faction is trivial, and they'll switch to something better soon enough -- if it doesn't go away, it's because you have attraction values for those ethoses and some of your native pops would have switched to them anyway. Going from 64% Stability to 61% Stability is not worth worrying about.

As for the genes, it's random. Some will be good, some won't.

But Rackets! You get hold of them, take the ole gene splicer to them and you will rule the galaxy for eternity. Kick your main species to the curb at that point.

Ins't that kina of the Xenophile ideal to be a mixture of species and cultures though?

Sounds to me like the system working as intended :p
