You should be able to create an alliance with any country as long as they are not already in an exsisting alliance and your relations are high enough. Also if you already have 5 countries in your alliance then any new countries offered will always refuse.

What problems are you having? please be a bit more specific and we may be able to help you with your problem.

Some nations just don't like you enough , relations have to be at least reasonable for them to accept your alliance offer.Obviously if they are already in an alliance they cant/wont accept your offer.

If the option to add a particular country to your alliance, it's either because you don't have diplomats; you already sent that country a diplomat in the last month; you're not the alliance leader and have no right to decide who else joins it; the target country is already in an alliance; or - the one you're most likely not to notice - the target is a vassal of another state, and may not join any alliance.

If they are refusing to join, it's because there is at least one country in the alliance that they do not like. Contrary to above opinions it is possible to create large alliances (I've had seven, others have reported eight or even nine countries at once) but it becomes exponentially more difficult: if there are already five countries in your alliance, your new target country must like all five of them before it will accept the offer.

There isn't much point creating such large alliances anyway, because they almost always shatter as soon as any member gets involved in a war somewhere.

One of the easiest ways to find out what problem you have is to hover your mouse over the option you want to take but which is greyed out, if that is the case. There normally exists a popup menu that tells you why you can't do this or that.

Correct me if i'm wrong Heyesey, but i was under the impression from what i've read on the forum that the only way to get more than 5 was if they asked to join rather than you asking them. Anyway i find from experience that anything over 5 is very very difficult to get.

So it is; that's what I said. :D But it can be done: I've done it myself (Spain leading an alliance with Lorraine, Austria, Milan, Cologne, Baden and SomebodyelseIforgot). Very difficult, but not always impossible, depending on who you actually play.

Might be easier to find in in EU2 with that search province option... Does it fit into the search bar though? :)
