A few times in Stellaris I've noticed that sometimes two alliances will be on good terms with each other to the point where each member of one alliance would be willing to join the other, but because they're already in an alliance they're prevented from allying with one another. Generally I've seen this where one alliance is made up of two, small, weak empires, and another is made up of several more, much stronger empires. In these scenarios the smaller empires are screwed over by the alliance mechanics, since they can't join the larger alliance as doing so would require breaking their existing alliance.
What I propose is that alliances are able to merge with one another. This would essentially entail a member of one alliance inviting the other alliance to merge with theirs. The game would then check if - ignoring the "-1000 Already in an alliance" penalty - each member of both alliances would be willing to join the other. If so, the alliances agree to merge.
