When player right clicks on province, that gives list of alliance members you can give province to. If t is a coastal province, every alliance member is a possible choice... and is listed under the View Province Info. That list has limited space.
With 33 alliance members, the last 2 lines in that mini-window (which are Create Supply Dump and Return Stockpile shortcuts) disappear from view.
But with 35 members, the list now has a scroll feature. The problem is that scrolling seriously blurs list by superimposing duplicate lists on original list so it becomes a mass of blurred white text.
In cases of more alliance members, chances increase that the member you want to give province to simply can not be seen to click on that country and do that action.
In short, it seems scrolling is not working.
