Why is it if i offer an alliance to a country an alliance ( a contry i have never been to war with ) it says its impossible. What are the reasons for it being impossible? Thanks in advance.

Playing my first game as the Papal States, I went with the strategy of war-forcevassalize-ally-attacknextvictim. Most of the time it worked great, because the new vassal had +200 relations and was quite obedient... worked for Siena, Modena, and Ferrara (which I created as a vassal). But for no apparent reason it didn't work for either Mantua (which has a few legacy RM's and CB's but nothing that looks serious) or Avignon (which I created as a vassal and has a diplomatic "blank slate" and +200 relations).
In the case of Avignon I'm wondering if it's because I don't have a land connection and therefore I'm considered a poor ally... but in the case of Mantua, I owned Ferrara at the time (although it wasn't a core) and still got "impossible" when I tried to ally.
Anyways, I find the whole thing to be BIZARE... I don't get why some +200 vassals would be jumping for joy to ally while others are impossible.
And NONE of them have an alliance with another country.
