What do I have to edit in the eug file to either kick Italy out of the axis or be at war with them? I tried deleting the ITA in this line:

axis = { id = { type = 15000 id = 2 } defensive = no participant = { GER HUN JAP MAN SIA MEN } }

But while Italy weren't in the axis, it said that I couldn't declare war until August 1944, which is the month it is at the moment, and even when it got to September I couldn't declare war.

You are in a war or multiple wars with him. Edit him out of all the wars you are jointly in.
