I'm fairly certain I have completely dominated the map; every clan has either been destroyed or subjugated. However, the domination percentage reads 99%, while acknowledging that no other independent clans exist.

I've read that conquering 100% of the map triggers a victory just like holding a shogunate claim for 3 years, and I was looking forward to that. However, it didn't happen, so now I have to sit and wait 3 years with no one left on the map to challenge my dominance, because, according to the Claim Shogunate pop-up, "the country is far from united."

In the demo, at least, you could target the sea with ninja. Dunno if it's the same in the release, but if it is, then chances are the game is considering the Sea as that remaining 1%.

I have not tried that, but I know the sea doesn't get highlighted green when I'm looking for a ninja target.
How would I conquer the sea, anyway?

I only found that out from accidentally clicking on the sea when trying to click a coastal province while zoomed out, so it seems like it's a pretty easy to miss bug. As for conquering the sea, your guess is as good as mine :p Hopefully it'll get noticed and fixed in the next patch.

For a more immediate fix, if it's anything like previous games, you could probably find out more in the maps folder, or by asking in the mods section if others have noticed it and been able to fix it. That all said, this is only a guess based off the demo, which I read did have some changes between it and release, so it might not be the culprit.

Actually I think there are 3 hidden 'dummy' kori - one for each religious faction - located out at sea. Can't remember how but I came across one poking around clicking on some link, think it was shinto, kori name 'prov0'? with 0 troops and 0 income but a shinto shrine. It was up in the northwest section of the map far from any land.

I think prov0 is the placeholder for "no province", as it appears when you go to the location of a ronin leader as well (if I'm not mistaken), it also shows up as the province of faction leaders, yes. But I wouldn't be surprised if there where some hidden provinces somewhere.

PROV0 is a placeholder, you also get it if you look at clan leaders who were killed when their last kori was captured.

I could've sworn I read somewhere that 100% conquest triggered victory. Even if there is a dummy kori, you'd think they'd make the game ignore it for this...

Okay, it's the northeast corner, not the northwest. And yes, the Shintoists, Buddists, and Christianists, not mention Roninists (sic) all get along and share the same kori. Note that no-one holds the daimyo title of --- and it has the games only instance of a level 0 fort, meaning no garrison. Now if only I can get someone to swim out there...

Today I loaded up the save, determined to wait out the 3-year count down on becoming shogun.
I can't remember if I'd already claimed the shogunate before saving or not, but nothing happened when I clicked the button; I assumed that either I had claimed it before saving, or that I needed to unpause. Fine, whatever.
I bought my son a new title, arranged a marriage between my daughter and an uppity vassal (the leader of the last clan I subjugated), and unpaused and... well, the picture speaks for itself.
