All save files have an unsightly/erroneous trailing '}'

Just finished writing a save file parser and ran into the rather horrible issue of CK2's save file format having imbalanced braces.

It wasn't hard to code around.... but just seems like such a bodge.

Just to be absolutely certain it isn't my code that's buggy:
