Is it possible to do this, atleast for europe?If so, please tell me how, I'm aching for a game with a lot of smaller countries?

Use the console ( `or Shift+3 =§; same as for CK2 https://ck2.paradoxwikis.com/Console_commands for example)
and the
tag TAG
command to switch between countries to release their other cores.
TAG is the country abbreviation (tag ENG for Great Britain).Country tags are in the history/countries folder.
Start and save with the country you want to play. When you are done reload or better quit and restart the game.

Alternatively you can simply select the country of your saved file, release, save and reload as another, but this takes more time
and this way all the countries will have made their first action when you finally start the game.
