I have now gotten the game to work with unchecking enable steam overlay and -force-d3d9 and setting nvidia to high preformace, everything is up to date. But the game loads extremely slowly it takes 30min-2hr to load a city and its so slow. I have mods but they never affected the performance of the game. I have uninstalled and deleted old folders/mods and reinstalled the game still no luck. When I check steam overlay and remove -force-d3d9 the game starts up to a black screen and does nothing, if I only have -force-d3d9 i get the Cites.exe has stopped working or Virtual Alloc remapping failed if it gets this far. I'm frustrated this worked great I don't know what caused this at all :(, I think its cause i have a i7 intel 4600HD and Nvidia GT650M it and Direct X 11 error it wont work, GTA 5 works great.

Cities loads from Steam in 35secs max and a game of 30k in around one minute from the load menu screen. I had a similar experience when I played the game under Windows 8.1 So your loading times show there is a real problem somewhere. Naturally you have all drivers up to date, it couldn't be related to the settings in the Nvidia control panel? And you're of course 100% sure its not using the intel HD graphics :)

After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

I do have a lot of mods but the game was working perfectly with them and stopped working late July. I noticed under DXDIAG Display it says intel 4000 instead of my Nvidia Chip set even though I set steam and cities to run from my GT650M

You say you've forced cities.exe and steam.exe to run on the nVidia, in the nVidia Control Panel? That really should work.
