Strat are quite powerful, but there are several limitations:
(1) You need many of them. A few wings are not enough to have enough impact to justify research allocation.
(2) You need airfields. If you play the USA and want to use Strat in Europe, ENG has to build additional air bases for you.
(3) You need to achieve air superiority. Attacks while the enemy airforce is still up in the sky are suicidal.
(4) You need to micromanagement them. It is hell. Because if you just assign them "max radius attack", they will dogpile on single provinces and FAIL.
(5) You need constant bombing, since the repair ratio is quite high and (unlike in AoD, a HOI2 stand alone mod), repairs are free.
That being said, Strats are usually way too much micro to be effective or even fun.
You would have to kill the enemy airforce and then set dozens of start wings on different targets, switching attack locations every few weeks...
