So I have an idea for a DLC which will allow you to create an alcohol industry
First there are two policies:
PROBITION- Bans alcohol in your city
SET ALCOHOL AGE- The minimum age one must be in order to consume alcohol. This can be anywhere from birth to 21
Now, here's the fun part-
NEW DISTRICTS:
Grape District/Wine District
Place this over an agriculturally active area. You now have your wine district.
Place industrial zoning to grow grapes or rice over an agricultural region
The wine district has the following buildings.
Red wine cellar door- This is the main area where people come to visit, have wine tastings and purchase wine
Red wine processing building- This is the area where a vinyard makes its wine
Red wine hotel- allows tourists to stay at the red wine vinyard
White wine cellar door- This is the main area where people come to visit, have wine tastings and purchase wine
White wine processing building- This is the area where a vinyard makes its wine
White wine hotel- allows tourists to stay at the white wine vinyard
Rose wine cellar door- This is the main area where people come to visit, have wine tastings and purchase wine
Rose wine processing building- This is the area where a vinyard makes its wine
Rose wine hotel- allows tourists to stay at the rose wine vinyard
Sparkling wine cellar door- This is the main area where people come to visit, have wine tastings and purchase wine (cold climates only)

The grape region can also grow table grapes in cities, whether or not the city allows alcohol, and if the city allows alcohol, they also make brandy
In addition to this, you can place apple/pear region. This grows apples and pears which can be used for eating, juicing or making cyder. Leaf-peeping tourists can also travel there to see falling leaves
Beer and spirits region- Place this over fertile land. This plants crops required to make beer and spirits
UNIQUE BUILDINGS
You get the following unique buildings
Grape factory- These make non-alcoholic grape products such as grape juice and vinegar Place this near a main road so trucks can come in and out with ease
Brewery- (Only in cities which allow alcohol). This serves as a factory and a tourist attraction. This is where beer is made. Place this near a main road so trucks can come in and out with ease. Also, place this near a main road so that tourists can visit with ease
Spirit distillery (only in cities which allow alcohol)- THis serves as a factory and a tourist attraction. This is where spirits are made. Place this near main roads so trucks can come in and out with ease. Place this near a main road, so that tourists can visit with ease
Apple factory- This serves as a factory and a tourist attraction. In cities which allow alcohol, this produces apple juice, alcoholic apple cyder, non-alcoholic apple cyder and other apple products. In cities which don't allow alcohol, this produces apple juice, non-alcoholic apple cyder and other apple products. Place near a main road so trucks and tourists can come in and out with ease
Pear factory- This serves as a factory and a tourist attraction. In cities which allow alcohol, this produces pear juice, alcoholic pear cyder, non-alcoholic pear cyder and other pear products. Taverna- (These are located in Greek town)- A place to stuff your face with Greek food, drink alcohol and play backgammon
