Perhaps it being possible for defenders to win sieges could simulate Skander Beg?

THAT! The most annoying EU's feature is the fact that there is no way to win a siege for the besieged. Once the enemy put an army in the province is a done deal, just a matter of time. Historically speaking that's just not true.

So I figure no Paradox game is complete without mention of the greatest country in the history of humanity, Albania!

To begin with, one thing I notice in all the Paradox games is that—unsurprisingly—there's various incorrect or superficial work put into its affairs. That's where I (and I suppose a few others who happen to actually be Albanian) come in.

Hmm. If implemented well, that could fix the entire game's blobbing problem. But there would have to be some way to make sure that whoever won/lost those sieges depended on the AI/Human's skill, rather than a dice roll, otherwise it would make the game terrible.

Why not. If someone sat down and added a whole bunch of content, say, 10 economic and 10 cultural decisions, some 25-50-ish Albanian history inspired events (either random non-determnisitic events, or themed event chains) and possible some other stuff, why not an Albanian DLC for 10$?

Couldn't attrition just become more severe in places like Albania than it already has been? If the Ottomans stick a doomstack in, it should get massively cut down in a matter of months and sooner than they can catch up with and destroy the Albanian stack. The Albanians should be able to hide somehow which prevents the Ottomans locating or engaging them, then reappear on the map to engage them once the numbers have been whittled down.

I was joking about the bunkers by the way, I'm thoroughly aware of when they were built.

A huge problem is that there is no 'war value', let say, so every war is a war to death, a total war. I.e. in the case of Albania, that war was for Albania's survival so it's value for them should be 100% of warscore, but for the Ottomans it shouldn't be more than 5%. So, if the OE is losing by 5% there should be a peace offer to Albania. That would be historically true, the Ottomans offered peace Scanderbeg several times and once he accepted. It lasted for 3 years before the war reassumed.
