Playing as Axis Hungary, along with Italy and Bulgaria.

Between myself and the Bulgarians, I had land access to Albania.

Italy was at war with Albania- by itself. Not Axis v. Albania, just Italy. I declared war on Albania, bringing the Axis with me, moving my units through Bulgarian territory-

and I couldn't move into Albania. It gave me a light thumping sound, like when you try to move troops into the sea. It just wasn't there.

Bulgaria later annexed Albania. I'm not sure, but judging from the elapsed time and the fact that they moved all their troops to the port at Dubrovnik, I think they invaded by sea instead of crossing the border.
