I started as a tribal Ibadi in the Sahara, conveted to Iqta, conquered a sufficiently large realm down there, then made a new Empire by decision and implemented Imperial Administration law, changing my government form to the new muslim Imperial: al-Mulk. However, when I give out higher titles to Iqta vassals, they briefly become al-Mulk but almost instantly revert to Iqta. I gave a freshly revoked duchy to an Iqta count. I gave a pre-existing (used it in the Empire creation) kingdom to an Iqta duke. I gave a freshly revoked duchy and a freshly created kingdom to an iqta count. All three became al-Mulk then reverted to Iqta. What's going on?

Nothing [that you're doing wrong], probably. We had a bug with this which we've resolved.

Install the EMF Beta and go ahead and pick-up where you left-off with your savegame. Cheers for going the distance all the way from Tribal -> Iqta Empire -> al-Mulk Empire out of an Arabian start. Apologies for the bug-- admittedly we didn't test this part well, but it should be no harm done now.

You'll want to reload from a save wherein you've just passed Imperial Administration, probably. [Otherwise all those higher-tier titles you were granting to vassals to try and convert them to al-Mulk government will have a little, errant "exempt from being a viceroyalty" flag set upon them.]

Thanks. I did as the EMF beta thread asked me, but now the game crashes upon startup. The EMF-beta folder has the 4 previous folders (EMF-vanilla, EMF-SWMH, etc) inside it, instead of them being directly in modules... maybe I misunderstood the instructions?

You need to delete your installation of HIP. Then go to the EMF beta and see what folders it has, i.e EMF-vanilla etc. Delete the corresponding folders in the modules folder. Put the EMF beta folders into the modules folder. And then reinstall HIP. It works fine for me, if you already did it this way, then I'm sorry for wasting your time.
