Has to be man power conservation. A human can really conserve manpower with the right choices, but the AI just can't seem to do it or does not care.

I don't know if it's fixed in recent versions but the AI handles amphibious landings very poorly. I've seen the AI have a huge stack in some coastal province that's waiting for transports to bring it somewhere. The transports never arrive and the stack melts from attrition. A great power like France can lose a war to someone like Kilwa for this reason.
