Airports DLC cargo Airport, empty planes

I'm not sure if this is something I did or not but my commercial zones are saying there are no goods to sell and my new cargo airport I built with the new DLC is landing a TON of planes but they are all empty except for 1 out of every 20 or so. Is there a fix for this?

Same problem here. Planes owned by "cargo stand" are coming back & leaving virtually empty. 0 to 15%. Same problem with trains for years... bug?
