Could someone, in much detail, explain how these units work? I have a para loaded in one, but when I click an enemy province, it only says 'none'.

Your problem is most likely that your transport does not have full org. Hover your mouse over the org bar to check it.
There are other requirements, but the above is most likely the one causing your problem

1) be at war with the target.
2) be in range of the target.
3) have (absolutely) full ORG with the Air Transports.
4) have Battlefield Interdiction Doctrine researched.
5) have good flying weather both at your airfield and at the target.
