Situation: Air region with 15 ground units in it. 21 planes on Air Supply mission with 76.8% efficiency implying 3.22 total supply in region. When in Supply map mode mousing over any province in the air region the tooltip says there is 3.22 units of supply for Air Drops. Exactly zero of the 15 ground units in the air region are receiving any air supply despite the units being at 10% supply. This happens repeatedly and I have no idea why or how to fix it.

Are your troops in range of the transport planes? The yellow circle on the map, not just the air region. Transport planes are limited by their actual range, meaning they can't deliver supplies to tiles that are outside of their yellow circle, even if the tiles are within their active air region.
The same applies to CAS/TAC on ground support missions btw., they can only assist in battles that happen within their yellow circle.

Yes, the range of the transports extends past the entire frontline in the air region. The troops have been sitting there for days without getting any air supply.

Huh, interesting. I had something similar happen to me (numbers appeared in the supply mode but not in the air map mode) but it was a heavily modded game so I assumed it was a mod issue
It's a stock game on Veteran difficulty. It's happened repeatedly and grinds offensives to a halt. It's very frustrating. The lack of supply goes on for weeks on end.
