Can you attack air bases and destroy enemy aircraft before they get off the ground?
Yes planes get destroyed if you bomb the air bases.I've been wondering this too. I had a good look at missions during the last two streams and didn't see anything. My guess is from a gameplay perspective; after the initial surprise attack- there wasn't much of it so is it really necessary?

i don´t think so, i think they will get back to reserve.related question when an airfield gets overrun do the attackers capture (every) plane stationed there?

Devs did say that planes will be destroyed if you bomb the airbases. strategic bombing will target, well, strategic target which include airbases aswell. - close air support, assist divisions in ground combat
- strategic bombing, bomb enemy buildings, infrastructure and industry
- port strike, drop bombs and torpedoes on the enemy fleets in ports
It's a bit of a leap to assume that buildings will include air bases, and that means if planes are on the ground at the base they will be destroyed. The game engine certainly doesn't track the position of individual planes, to know what is on the ground or in the air at any time, nor does it really track when the bombing missions occurs. It's all abstracted as daytime or night-time.
Neither CAS nor fighters can even attack buildings.

Doesn't strategic bombing hit factories (of all types) and infrastructure, while tactical bombing hits troops, infrastructure and all tactical building types...that is radar, airfields and fortifications? Aircraft in an airfield can be hit as can ships in a port.

It would be sufficient if we could set high-priority targets like harbors and airfields for example. Adding an option to straight up go for airfields and of course the planes stationed there just like with port strike would be the best solution of course.This is, imho, by far too oversimplificated. Sounds like HoI4 will force players to make the same misstake Göring did in 1940; striking airfields will be no valid strategical option any longer.
