Description​

Steps to Reproduce​

Chose Italy 1936 scenario, pick Balbo as air force chief and "Air crew surveys" as "Spirit of the air force", send volunteers in Spain, put an air wing on a mission in a zone and wait a while until there is a storm happening. Then watch the modifiers, there are not applied and the number of accidents still grows linearly.
