Construction Engineer Regiments that could be independent, Division level or attached to Corps or Army level HQ. These can assist in the above and also be used to speed up Port repair and clean up and building airfields. Just some thoughts as Engineer units are not properly used in HoI.
I agree. I would even go so far as to say that virtually any project should go faster with an engineer division lending a hand with its self-propelled, motorized, heavy equipment.

If there are no ports/airfields available in an area, then engineers must be brought in to construct one (Guadalcanal). This would then give a decisive advantage in that region, as the bases would allow longer range aircraft (eg. TAC of HVY bombers), or larger fleet types with capital ships.
I have to agree. I wonder how many fronts and WWII battles were undermined by lack of engineering units?
