Nonsensical voting for/against denouncement of xenocidal hive mind by AI

Please explain your issue is in as much detail as possible.
Played as regular hive mind, started warfaring all the time with all my neighbors around 2300 (only for systems I claimed) and eating any pops I conquered. lo and behold around 2445 custodian decided to put emergency measure to denounce me. Cue in my surprise when I learned that my neighbors voted against castigating me despite the fact that I have -2K relation with them due to being genocidal and eating their pops.
In this case I fully expected them to vote *FOR* denouncing me and expected difficult years ahead with entire galaxy collapsing on top of me. Apparently as long as one is not devouring swarm one can devour galaxy and barely anyone cares.
