How is this idea? The nations with nukes should not be given the nukes from the start, HOWEVER if something like 75-90% of their territories are under enemy control, then the amount of nukes that that nation has should be given to them through an event and so this could perfectly simulate a country using them as the last straw...

Hmmmm - I like the idea with North Korea. Perhaps India and Pakistan should also be given the capability from the start because if those two nations went to war, it would most likely go straight to nuclear.

Or not. If any government in the world has reason and/or is not totally suicidal, any war not involving a terrorist group or a last ditch victory or death- defence would not include nuclear weapons this day.

Or I hope at least. The North Korea event, however, would be a good special case.

Ok - but do you agree about the last straw idea of mine where the nukes will only become available when 90% or so of their provinces are in enemy hands?

Which is the price of playing Modern Day. In fact, if possible in HOI's event structure, it'd be worth it to have an event that says if x nukes are launched, the scenario ends. Everyone dies.

The "90% territories" (or something similar) is reasonable, and easy enough to tie to an event. I agree no one - including the player (since we're denying them to the AI) - can have them at game start. The first major war would be devastating.
