Does the AI upgrade tribal holdings to cities/castles after they have market/fort lvl 4 built inside them?
i mean the decision when you right click on the tribal holding and press "upgrade to castle"

i am searching for an easyer method to make a county have 7 cities in them and ive been thinking if AI republic upgrades tribes to cities, i know that when i played merchad republic i was able to upgrade it into a city.

When you reform from tribal to either MR or feudal, holdings are generated. Game's goal is to have one of each type in each of reformers counties after governance reform, unless it would leave a county with no free slots(last slot is never occupied by this mechanic).

i am not talking about the adopt feudalism/republicanism intrigue option. i am talking when you are any feudal government or merchant republic and you can right click on a tribal holding and upgrade it.

the extra holdings are also generated this way

The tribal holding is always transformed to the holding described while righclicking. Even if there are 6 castles and you're upgrading it to a 7th
