Is there any known way of making AI countries share tech instead of squandering their diplomatic points in useless influence attempts? Particularly making small nations who share obvious common security interests (like the Baltic States) become more prone to tech sharing between themselves?
It would make the game more interesting.

Took a quick look in some AI files but I couldn't find anything obvious to tweak. Any ideas?

I believe AI is hardcoded to only share tech to allies (and maybe puppets/master). I think YakoZar's tech-share mod also only shares to allies. You could certainly write some events similar to his that share among certain neutral countries.

Although my tech sharing mod does require minors to be in an alliance to receive the increased tech, I originally planned to create several other events to facilitate tech sharing between unallied powers. Specifically, I had plans to create events for Sweden to give techs to Finland during the winter war (particularly if they chose to intervene). More recently, these have evolved into plans to get the 'entente' powers of Eastern Europe to share tech if they end up in an isolated war, usually against Italy.

I never got around to it for several reasons.
1) It rarely happend anyway
2) It wouldn't change much
3) Implementing the technology blacklists is more important.

Specifically, I'm working on a new release of techmod that uses Mathguy's idea for a technology blacklist to better facilitate tech sharing. This basically consists of disabling all the techs a country couldn't possibly use or benifit from, such as disabling naval techs for landlocked countries and removing nuclear techs from very minor nations.

If you want to help make the events so they can be integrated into techmod, I could give you some direction, if you like. Or, you could wait on me, but no guarentees that this won't take a few weeks. :)
