I donnot think so. But it would be great, especially for money.
There are situations with manpower shortage were AI does stockpile lots of supplies.

Definitely yes, although for money and supplies i think we have some influence by setting commands in AI files which are responsible for allocating IC into other sliders (reinforcements, repairs and upgrades. Obviously, this often works not as we might wish, because in fact we can't directly set % of IC for production (and/or supplies). As for industrial resources and oil, there is also a way to tell AI how to maintain trade. Personally i prefer this approach over setting strict limits.

It should still be possible to improve AI, to do simple predictions, based on IC and available resources, of how to set proper values. Not that i'm expecting clever strategies, but this should work good enough.

Right, so theoretically we need one more command allocating IC for either production, supplies or consumer goods. This won't be accurate in case of no demand for those 3 numbers. However 2 things are vital here - the fact, that we can set allocation of IC in production part for construction (instead military units), which consumes less manpower. Second thing is that adding one additional command of mentioned above to AI files, would almost solve these problems, by allocating rest of IC where it's desired.
