I'm playing as Russia and got Byzantium as a march, I built buildings and subsidize their economy so they have an income of 11 with expenses of 3 (balance of 8) and they have 0 advisors. They have plenty of ducats in the treasury to hire them. What gives? Subsidizing subjects will at least make them attempt to fill up to force limit but they don't feel like hiring guys to increase their mana. Makes me wish there was a subject interaction to hire advisors for them.
