It seems that there is no cooldown for war proposals in a federation so the AI just immediately send a new one when the previous is declined. My federation just broke because of -800 relations (btw +1 yearly, fucked for the next millenium) solely due to declined wars.

Yes, I had the same yesterday. My federation "friend" ask for war, I said no...he asks again, no...again, no....and so on...until -330 relations to him. He stopped asking and left the federation. Now he is my biggest enemy o_O
This is very stupid!
Luck for me, the federation had three members.

It is annoying , had the same problem , and they always became the worst enemy .

Quick fix for you , say yes to any and all war propostal of the federation ; you dont actualy have to fight , the enemy will not go actively to fight , and the empire that actualy declare war is very likely to be weaker than the target and will do nothing .

If your allyes.actualy win the war , more federation for you , less ebemies , if not , nothing realy change .

Edit.ps. you can actualy mod to remove the malus , but change the version of the game , no archivement .

Before 2.2 you could just wait till it fades away, was it changed? It still counts as you saying "no" but at least they don't spam you with new proposal(s) while the old one is on screen.

Not being at war will destroy your federation . If you are pacifist or fanatic pacifist maybe think of a federation with other pacifist .(not that some of them are any less war lover when they have a rival on the border :p


Letting the propose fade away count as a no , and give the malus , you are doing it just slower .

just accept the war , and if you are playing not for the achivement , mod it (its izy, follow wiky istruction , i m on the phone now, but if you look in the stellaris folder i think you can find the file with the varius AI diplo modifier.)

It's still doing this as of 2.2.5. One of the members had their fleets wiped out shortly before joining and have only built a few fleets since. They're now demanding that they assault the fully powered empire that beat them last time using my fleets, and won't take no for an answer. Oh, and the empire I have to declare on is in a defensive pact with an empire the other end of the federation, who would similarly walk all over us down there. If they were picking on someone we could beat I'd almost be ok with it, but they're just asking to be wiped out.

I'm not sure I completely follow your situation. It sounds like you're saying the war target is in a defensive pact with someone in a federation, but that's impossible, they can associate with another federation, but they can't individually be in a defensive pact with that federation's members, or a single empire in a federation could drag the whole federation into war.

Could you please clarify what you mean?

Nah, I'm in a federation, the war target was just in a defensive pact. After rejecting the war proposal 4 times I relented and threw my fleet at them. The federation member lost a planet, but at least I didn't lose anything other than a lot of alloy in replacements.
