playing france..i decide to hold off being aggro for several years building my alliance up in relations and building up my lands and troops...1507 im ready and decalre war...i have 3 50k armies with 100 cannon, 10k cavalry, 30k infantry all provs have tax collectors and fort 2's..allies Savoy, Papal, Poland, Navare ..so i DOW spain..her allies Lorraine, Palatinate, Cologne, Naples, Scotland...i split my armies up each into 3 quick seige armies after crushing the Cologne army and beseige all of netherlands <minus netherlands itself sicne i chose free netherlands option> and Cologne and each seige doesnt last long...Navare gets annexed by Spain...Papal loses a prov to Naples before sep peace with her.. I drive on...back and forth with Palatinate...cant seem to beat her troops in battle so i demand 500 and get 103 shes out of it...i annex Cologne and Lorraine ...then turn on Spain taking franche...i demand Flandres, haintat and Zeeland...she refuses...i take Navare and Rousseau..demand same..she refuses..i take more provs and keep demanding...time and time again...till all Iberia Spain and all Medeteranean isles are mine...no success..i take canaries and all 3 cities in Carribean...at thsi point i go to peace and get chance to annex...i say screw it shes refused my 3 prov demands 17 times during this war..its now 1521...i went through all this trouble might as well keep her all. 14 years of war.

tell me..why does spain behave so irrationally with demands for peace?...hell all her damned counter proposals were frache conte this frache conte that..i wanted to go in and edit franche conte out of the game i was getting that annoyed with the offers...rule number one in future dont occupy shit you dont want...damned computer always offers it over and over and refuses anything reasonable

The AI is behaving as logical as it can, offering you the cheapest provinces it thinks it can get away with. If you want three provinces then take three provinces and beat up a few of the AI's armies, then it will offer you those three provinces.

The AI is programmed to believe it's one star better off than it actually is: if you have six stars, then it normally treats with you as if you have only five, and five stars aren't enough to justify you claiming three provinces. The only way you can usually make this happen is to take the capital, but if you can get deep enough into Spain to take the capital, you can annex them anyway. As you discovered :D

You're quite likely to be offered three cheap provinces, but there's little hope of demanding and getting the three you wanted. In the long run it's easier and probably cheaper just to keep taking them two at a time - especially since now you annexed Spain, the whole world will be waiting for a chance to beat the crap out of you :D

And I seem to find that some provinces are worth more stars than others. The really big provinces, and especially those with CoTs, are worth more than the two stars than the interface claims for them. Thus, when you have six or seven stars in your favor and you ask for three really small provinces, you'll get them; or ask for two large provinces, and you'll get them. Ask for three large provinces under the same conditions, and they'll tell you to go to hell.

on a similar note...

I am finding out that different nations have different levels of intelligence as far as waging war:

AI Spain is incredibly stupid when it comes to war. It declares war when it doesn't even have enough land armies to win. It rarely garrisons its border provinces with France. Spain rarely upgrades the fortresses of MANY of its border provinces. And finally I have seen AI Spain declare war on France while Spain was in a state of Civil War (where free states of Granada and Catalonia are born).

In contrast, AI France is very cunning in warcraft. If it senses that you are placing a large army near its borders, it will do the same, which ends up in a border escalation. Likewise, when it senses you are coveting her border provinces, France will quickly upgrade ALL fortresses in her borders. Very smart.

The Turkish military AI seems to be also pretty good. When you threaten the Turk Balkan provinces, she will send garrisons there to keep you in check, and will quickly upgrade all fortresses along the Bosnia-Serbia border. I have also seen AI Turkey use large-scale naval invasions, landing some 40K troops into the beaches of Alexandria to overwhelm the Mamelukes. Very few AI nations know how to execute a successful massive naval invasion.

Actually France and Poland do make good allies, because they can attack from two fronts in any central-European war; just that whenever the Poles decide to go and freeze themselves to death in Moscow, even though you honour the alliance you shouldn't bother sending any troops to freeze alongside them :D
