EUII was infamous for it's ai sleeping problem. Is this problem still occurring in EUIII? I haven't played the game enoguh yet to notice it.
I've seen that without mods though it doesn't appear too common. I've seen similar things several times - a/the major AI army will stop reacting and just sit, usually in the capital, while I swarm round it with smaller forces and take all the other provinces. I don't think it's the old "sleeping AI" though.
