The AI should create multiple kingdom titles, (or kingdom level titles as emperor) when it gets the opportunity. While this is objectively a poor strategy (particularly in the ever capable hands of the AI management), I think it would make the game more interesting/dynamic/have fewer obnoxious problems for several reasons:

1) de jure drift: I think it's a bit silly when France conquers Mauretania and we end up with Tangier becoming de jure France or some such nonsense.

2) It will prevent blobing of not Empire level titles. Naturally, realms with multiple kingdom titles in AI hands are more than likely going to get split eventually. This will make the game more dynamic and interesting IMO.

3) Emperors creating kingdom titles offers more plot options for vassals, an opinion malus with the emperor for his vassals, and more targets for vassal factions. All of this would aid the everlasting quests to make empires less ridiculously stable.

Let me know your thoughts, particularly any massive downside I may have overlooked. If anyone knows of a way to mod the ai script to accomplish this, please let me know.

While this is objectively a poor strategy
is a good starting point.

Besides which, empires aren't really ridiculously stable due to a lack of faction activity (the HRE usually manages a civil war every few years), its more because they are big, can assemble a huge doomstack and chain assault everything quickly, and allied nations simply do not cooperate. So when a revolt happens, lots of dinky 1k armies run around trying to siege 20 provinces, while the HRE assembles its doomstack(s), cuts down any dinky armies that get in its way, and assaults its way to victory. Then it imprisons the rebelling lords for 20 years, in part because thats the best thing to do, and in part because the AI cannot afford ransoms, and won't offer them anyway - and imprisoned lords cant join the next revolt. They can also call allies (which tend to be other kingdoms) while the revolters probably can't - the Fatamid - Seljuk alliance works nicely here. They also can luck out on very small revolts going off and giving them the +25 major revolt crushed bonus despite it only being a couple of counties. Finally, empires can lose internal wars, but frequently it just changes emperor (decadence revolts do this) or lowers crown authority, which don't affect the blob.

I have to say that I don't really think it would make the game more interesting; it would make the game easier for the human player, but then it's already ridiculously easy in single player.
