IIRC it was because they had one colony for your 8 since the AI only focused on one thing at a time.

There's one way of having two colonies underway to the same province at the same time. If you've colonized the province, leaving natives there, and continue sending colonists to develop the province, and the natives rise up while a colonist is underway, they'll maybe burn down the colony/TP. If your settlement is completely destroyed, the colonization icon will disappear, and you'll be able to send another colonist. But the former underway colonists didn't disappear, he's still somewhere in the program, and he'll arrive. So, during that time, you'll have two colonists underway to the same province at the same time. :cool:


The reason behind that AI-cheat is triple, because if it wasn't implemented :
- they'd risk to "lose" colonists by not sending them, when developping to few provinces at a time
- they'd run at greater odds of suffering a natives' uprising ruining their efforts (and the AI is not as good as a player in garrisonning colonies to avoid that)
- the human player would pounce on them every so often when several colonies reach sizes 6-8, to conquer them (BB-free and with a low WS-cost) and finish the colonization himself (and thus getting a right culture/religion colony for less than half the price it would have costed him) ; that strategy is still available, but there'll be less unfinished colonies to grab BB-free now.
